Reducing the current 65% re-offending rate by just 10% would save over £1bn - enough to pay for 50,000 nurses or 41 new academy schools.
Improving the commissioning of offender management services is therefore of great interest to business. As corporate citizens and as taxpayers, we want to see re-offending reduced in way that achieves value for money. Many businesses already supply innovative services that are shown to reduce crime and address the causes of re-offending behaviour, and they have a clear role in helping government tackling this problems
This brief focuses on some key elements of the role of the new directors of offender management. Drawing lessons from other public services, it sets out how they can create a more joined-up service.
